It has become common knowledge that healthcare information technology has risen to the top of the political agenda. This paper’s focus is on how to implement information systems in healthcare in order to Increase patient safety and quality patient care and delivering quality performance.


With signing into law if the American Recovery and Reinvestment Act (ARRA) stimulus money was allocated to increase the use of electronic health records across the country. Many healthcare organizations had to purchase new technology. The best starting point when considering the purchase or development of information technology is knowing the organizations’ strategic plan and determining its technology needs. A well-defined process to ease in the transition is the life cycle.


The life cycle describes an ongoing process of developing and maintaining an information system. The life of the information system has four phases which are 1) needs assessment, 2) system selection, 3) systematic implementation and 4) maintained, that coexist in a circular relationship.

The needs assessment and system selection process could take up to one year to complete. A well-organized time frame needs to be established with clear responsibilities and timelines.

The first phase in the life cycle is the Needs Assessment Phase which aims to determine the gap between an organization’s current state and the overall needs of the organization with consideration of the strategic plan. A vision for the future is in place when the Needs Assessment phase is initiated. It is detrimental to have a good understanding of the organizations current status and long term goals.

It is the Steering Committee responsibility to makes sure that Information technology is aligned with the organization’s overall strategy, and its leadership could affect the success or failure of the project.

Consultants can be hired for assistance in any phase of the selection process, including recommendations for the composition of the steering and selection committee, assessing the current information system, system planning, testing, security, policy and procedure development, and implementation (Hoch 2006; The future is now 2007). It is important to develop a common vision that would determine the organizations’ needs while continuing to support its mission, reflect its goals, purpose, scope of services, and customers.

Phase II, system selection comes after a decision has been made to purchase a new information system. The information gathered during the needs assessment phase is the basis for the system selection process and decision.

Phase III is implementation that needs to take into account human factors and be able to describe interactions human interactions with technological tools, human performance as it relates to the physical characteristics of tools, systems, and machines.

Phase IV is maintenance of the new system that the organization adopted.

Request for Information

The request for information is a letter or brief document sent to vendors that explains the organization’s plans for purchasing and installing and information system. The request for information RFI is often the initial contact with vendors. The purpose of RFI is to obtain essential information about the vendor and its systems to eliminate those vendors that cannot meet the organization’s basic requirements. The RFI should ask the vendor to provide a description of the system and its capabilities. RFI could contain specific questions such as: what is the system’s architecture, does it apply state of the art technology, a list of organizations that already use the product your organization is considering.

Request for proposal

A Request for Proposal RFP is a document sent to vendors that describes the requirements of a potential information system. The RFP prioritizes these requirements in order to their importance to the organization and is explicit on the organizations “needs” and “wants”. The purpose of this document is to solicit from many vendors proposals that describe the capabilities of their information systems and support services.


The role of informatics and computer technology implementation in healthcare organizations will ensure continuity of care, better data management. Implementing new information system is a major enterprise, and it is our role as nurses to improve user acceptance since this is the reality of the future of healthcare.
